Recurve at the Liberal Democrat party conference

Last month Recurve attended the Liberal Democrats Autumn Conference in Bournemouth to speak on place leadership, partnerships with impact capital, and how to reframe everyday public spending as investments in the future we want.

On Saturday evening, Sam joined Lib Dem Spokesperson for Energy Security and Net Zero, Pippa Heylings MP, Isaac Beavor of Climate Emergency UK, and David Cowdrey of the MSC Foundation, for a discussion on local authority Climate Scorecards and the role impact capital can play in accelerating local climate action.

On Sunday Sam joined a panel discussion on policy levers and technology tools for delivering successful climate action in local public services.

The panel, which also included Cllr Rachel Bentley, Helen Cross, Adam Jacobs and Josh Matthews, covered the enduring value of Transition Planning by councils, the potential for AI to help optimise the deployment and management of green energy networks, and the central role of procurement to delivering priority outcomes, including Just Transition.

Sam shared how new procurement legislation gives local politicians the opportunity to define what 'most advantageous' means for their areas, empowering officers to award contracts based on priority outcomes rather than purely on price.
